IEEusa.net was developed by Margaret J. Kay, Ed.D. Nationally Certified School Psychologist (NCSP) and PA/DE Licensed Psychologist with a 30 year career of providing Independent Educational Evaluations (IEE's) for school-age children throughout the United States of America.

After receiving hundreds of emails, letters and phone calls from parents of exceptional children across the country asking..."Do you know of anyone who does what you do in my neck of the woods?"...Dr. Kay decided to create an on-line data base for those who were looking for an Independent Educational Evaluator and for professionals who were interested in getting the word out about their IEE services.


Current IDEA regulations specify that the right of a parent to obtain an IEE at public expense is triggered when the parent disagrees with an evaluation performed by the public agency (i.e. public school district). Federal law also indicates that it is the parent, and not the school district, that has the right to choose the evaluator (See OSEP Letter to Alice D. Parker dated February 20, 2004).

Federal law defines an IEE as "an evaluation conducted by a qualified examiner who is not employed by the public agency responsible for the education of the child in question." 34 C.F.R. 300.503. Therefore, an IEE is not limited to evaluating only academic skills but may include any skill related to the child’s educational needs.
