Independent Educational Evaluations (IEE's)

Margaret J. Kay, Ed.D., N.C.S.P., D.A.B.P.S., is a Pennsylvania Licensed Psychologist (PS003431L), a Diplomate of the American Board of Psychological Specialties in Educational and School Psychology, a Pennsylvania Department of Education Certified School Psychologist and Nationally Certified School Psychologist

Dr. Kay has been employed in private practice in Lancaster, Pennsylvania, since 1980 and the majority of her professional work is devoted to providing comprehensive, Independent Educational Evaluations (IEE's) for children, adolescents and adults of any age. In addition to Independent Educational Evaluations, Dr. Kay also provides:

  • IEP reviews and consultations
  • Child advocacy
  • On-site school observations and classroom visitations
  • Consultation services for physicians, schools, colleges, parents and vocational rehabilitation agencies
  • Evaluations and program planning for gifted students
  • Expert witness testimony for State and Federal courts.

Why Obtain an IEE?

  • Psychoeducational evaluations help to identify the individual's intellectual functioning status, unique learning style characteristics, present academic achievement levels, career/vocational interests and aptitudes, and social/emotional needs. 
     
  • Reports and consultations are tailored to provide clear, "user friendly" recommendations, which are targeted to improve the student's learning, attention, behavior and academic success.
     
  • Independent Educational Evaluations provide a practical, realistic read-out of the individual's strengths and needs which forms the basis for appropriate educational instruction and remedial intervention. 
     
  • Recommendations are provided in clear, non-technical language which is understandable to parents, teachers, physicians and educators.
  • Independent Educational Evaluations completed by Dr. Kay rely upon current research findings published by the National Institutes of Health and Human Services (NIH) specifying the best practice guidelines for diagnosis and intervention for those with learning disabilities and Attention Deficit disorders.  Evaluations are written to conform to State and Federal guidelines and IDEA 2004 regulations and guidelines.

    House Calls & On-site Testing

    In most cases, Independent Educational Evaluations (IEE's) are conducted at the office of Dr. Margaret J. Kay in Lancaster, PA. Testing in this controlled environment ensures optimal evaluation conditions and minimal distraction.

    In some cases, however, a student may be unable to be transported to the office in Lancaster County or In-School Observations may need to be conducted. In such cases, Dr. Kay will make house calls or evaluate the child at school, in a hospital or rehabilitation facility, in another office or at home if standardized test conditions can be assured.

    Normally, IEE House Calls and On-site Testing are billed at a flat rate. This means that all fees must be paid in advance to secure the date(s) of testing as well as the time and place of the evaluation. Rates vary depending upon the commute time to the site, the anticipated duration of the evaluation, whether in-school observations are to be conducted and the nature of transportation required to the site.
